New Hackney Carriage and Private Hire Licensing Policy

Hackney Carriages (Taxis) and Private Hire Vehicles require a licence from us.


You must have a Hackney Carriage Licence or Private Hire Vehicle Licence for each vehicle that you own.

Each new vehicle is subject to passing a compliance check and a mechanical test before it can be considered for a licence.

You should check the vehicle specifications before purchasing a vehicle.

A licensed vehicle can only be driven by someone who holds a driver licence issued by us.

All journeys in Private Hire Vehicles must be booked through a Private Hire Operator's Licence

Types of vehicle

There are two types of vehicle:

Hackney Carriages

  • Have a top sign with the word TAXI - this is lit when they can be hired.
  • Have a square white licence plate on the rear of the cab displaying the words Mansfield District Council in red and hackney carriage in black and a large black number.
  • Can be hailed in the street.
  • Can work from the town centre ranks.
  • Do not need to be pre-booked.
  • All have a fare meter and fare chart displayed inside the cab.

Private Hire Vehicles

  • Cannot be legally referred to as a taxi.
  • Have a long yellow licence plate on the rear of the car displaying the words Mansfield District Council and private hire vehicle and a large black number.
  • Have the name of the private hire company displayed on the side of the car (all doors signs must have MDC approval)
  • Cannot be hailed in the street. They must be pre-booked by telephone or in person at the company base.
  • When booking always ask for an estimate of the fare, as not all private hire vehicles have meters.

Apply for a licence

First make an appointment with the Council's Vehicle Testing Station on Hermitage Lane for the vehicle to have a compliance check.

You will need to bring the following documents into the Civic Centre for verification:

  • Compliance check sheet that states the vehicle has passed the compliance test
  • Vehicle registration document or bill of sale.
  • Valid insurance document.
  • MOT certificate (if applicable).

The above paperwork and payment is to be received at the Civic Centre BEFORE returning the vehicle to the Testing Station for a mechanical check.

The compliance check fee and the mechanical check fee are paid directly to the Testing Station.

If granted, the licence is subject to standard conditions, which are found in the vehicle specifications.


All Vehicle plates are renewed annually.

For renewal you will need to bring the required fee and the following documents for verification:

  • Completed Application form (co-signed by the Operator if it is a Private Hire Vehicle)
  • MOT Certificate
  • Insurance Policy

It is advisable to submit renewal applications at least one month prior to the expiry of the licence.  In any case, the standard and minimum turn around time required for the checking of the application and the production of a plate (once the application and all necessary paperwork has been submitted) is 5 working days.

Once produced, the plate will be sent to The Council's Vehicle Testing Station at Hermitage Lane.  Therefore, the application needs to be submitted to The Licensing Section at least 5 working days before the annual mechanical check takes place.  If you do not allow enough time for this to happen you will need to return to the Licensing Section will the pass sheet in order to collect the plate.

It is your responsibility to arrange your own test date directly with Hermitage Lane Depot in sufficient time for the vehicle to have satisfactorily passed the mechanical test before the expiry date of the licence.

Public register

We hold a public register containing details of vehicle licences, issued by us.

The register contains the following information:

  • name of owner
  • date and period for which the licence is granted, and
  • licence number.

Current wheelchair accessible vehicles

Under the provisions of section 165 of the Equality Act 2010 Mansfield District Council is publishing a list of its current wheelchair accessible vehicles (WAV). The list will be updated on a monthly basis. Please bear in mind that vehicles in the list may not be suitable for all wheel chair users and their particular make of chair. Check the specification of the vehicle with the licence holder before booking a journey
